Bikers must obey traffic laws

I have been living in Oberlin now about five years and enjoy the ease of getting around town by walking, bicycling, and automobile. But I have encountered several times the total absence of common sense and disregard of traffic laws by people who ride bikes. Examples of this include running stop signs and red lights, weaving in and out of traffic, and biking without proper night attire such as white clothing.
I know we all share the road to get to work or class but there needs to be some kind of class or test that bikers need to attend to review roads signs and basic traffic laws.
For instance, the four-way stop at the intersection of Maple and South Pleasant streets. I was at the stop sign and as I was turning, a biker just blew the stop sign. I nearly hit him and he had the audacity to tell me I was wrong, when I was the one who had the right of way after a complete stop. So all I want to know is, what kind of action can be taken to let people who bike know they have to abide buy the laws? Ticketing? Licensing of bikes?
